Sakura didn't expect Outland to be the way it was; all her childhood stories described something else entirely. Everyone loved to tell stories about how it was poor, filthy, and home to the lowest form of human. Maybe they just wanted to feel good about themselves, living in rundown and weathered houses in the poor districts of Middle Town, maybe no one ever stepped into Outland to really know, and all the tales became just that, tales.

For some reason I think Sasuke has been staying away so that Naruto can be Hokage. Sasuke probably knew that Naruto would fight for his freedom and that would make the people of Konaha question his judgement.
